This manifesto outlines a few of the basic principles necessary to establish a fair and long lasting relationship with any exocivilization respecting the «Pax Galactica»:

Exocivilizations’ Rights
1. Official recognition of the exocivilizations
2. Application of Human Rights to all exocivilizations
3. Application of the Geneva Convention to all exocivilizations
4. Restitution of the bodies of dead explorers to exocivilizations (in reference to the 1994 Law on Bioethics)

Exocivilizations’ Duties
1. Respect for the UN conventions and resolutions
2. Respect for the rights of States
3. Respect for the rights and integrity of people and assets
